Pudhumai Penn Scheme updates

Education is one of the most powerful tools for social transformation, especially for women. Recognizing the importance of promoting higher education among girls, the Government of Tamil Nadu launched the Pudhumai Penn Scheme, a pioneering initiative aimed at empowering female students and encouraging them to pursue college education. The scheme has emerged as a significant step toward improving educational access, reducing dropout rates, and fostering gender equality in society.

The Pudhumai Penn Scheme (also known as the Moovalur Ramamirtham Ammaiyar Higher Education Assurance Scheme) is a transformative initiative by the Government of Tamil Nadu aimed at promoting higher education among girls from government schools. Launched to address low enrolment rates in higher education, the scheme provides direct financial support to help girls pursue their dreams without economic barriers.

What is the Pudhumai Penn Scheme?

Announced in the 2022-23 Budget and officially launched on 5 September 2022 by Chief Minister M.K. Stalin, the scheme transforms the earlier marriage assistance program into a focused higher education support system. “Pudhumai Penn” translates to “Modern Woman,” symbolizing the government’s vision of creating empowered, educated, and independent women.

The initiative seeks to eliminate financial barriers that often prevent young women from continuing their studies after school. By providing direct monetary support, the government aims to create opportunities for girls to achieve academic success and build independent futures.

Objectives of the Scheme

The Pudhumai Penn Scheme was designed with several key objectives:

  • Encourage female students to pursue higher education.
  • Reduce school and college dropout rates among girls.
  • Promote gender equality in education.
  • Support economically disadvantaged families.
  • Enhance women’s participation in the workforce and society.
  • Strengthen the state’s human capital through educated and skilled women.

Key Benefits

  • Monthly Financial Assistance: Eligible girl students receive ₹1,000 per month directly in their bank account.
  • Duration: Support continues until the successful completion of undergraduate (UG) degree, diploma, ITI, or other recognized higher education courses.
  • Additional Perks: The assistance is provided in addition to other scholarships or benefits, making it highly inclusive.

This Direct Benefit Transfer (DBT) helps cover educational expenses like books, transportation, food, and other costs, reducing dropout rates due to financial constraints.

Eligibility Criteria

  • Girl students who studied from Class 6 to Class 12 in Government or Government-aided schools in Tamil Nadu.
  • Students pursuing higher education in recognized colleges, universities, polytechnics, or ITIs.
  • The scheme covers any number of girls from the same family.
  • Girls who studied Classes 6-8 under the Right to Education (RTE) quota in private schools and completed Classes 9-12 in government schools are also eligible.

Note: The scheme primarily targets girls from economically weaker backgrounds studying in state-run schools.

Impact So Far

Since its launch, the Pudhumai Penn Scheme has shown remarkable results:

  • A 34% increase in girl student enrolment in higher education.
  • Over 2.73 lakh girls have benefited as of 2024.
  • It has significantly boosted confidence among families to invest in their daughters’ education.

How to Apply

Applications are generally processed through schools and colleges via the official Penkalvi portal or the Social Welfare Department portal. Students need to submit necessary documents such as:

  • Aadhaar card
  • School/college ID and mark sheets
  • Bank account details (linked with Aadhaar)

Parents and students are encouraged to contact their school or college administration for guidance on enrolment.

Why This Scheme Matters

In a society where girls often face societal and financial hurdles in continuing education, the Pudhumai Penn Scheme acts as a powerful enabler. By providing assured monthly support, it not only improves enrolment but also promotes gender equality, skill development, and long-term economic independence for women.

This initiative reflects Tamil Nadu’s commitment to building a progressive society where every girl has the opportunity to become a “Pudhumai Penn” — a modern, educated, and empowered woman.
